In 2007 the Labour Party acknowledged compelling research into how
graduates in early years settings made a significant difference to the
learning experiences of the children. They put a plan in place that
aimed to have an Early Years Professional (a Level 6 graduate with the
early years equivalent of qualified teacher status) in every preschool
by 2015.
This was an ambitious plan as the current requirement is simply that the
preschool leader requires a Level 3 qualification. Changes announced
by the coalition government in January 2011 have seen the commitment to
raising professionalism in preschools maintained with continued
government support for qualifications but the aim of having an Early
Years Professional in every preschool by 2015 has now been dropped.

Research has shown that there are significant differences between
individual preschools settings and their impact on children and that
some settings are more effective than others in promoting positive child
outcomes. Perhaps most importantly, those preschools that have staff
with higher qualifications have higher quality scores and their children
